SOFWERX, in partnership with USSOCOM PEO SOF Warrior (PEO-SW), is hosting an evaluation event (AE) to find solutions for the Maritime Assault Dress System (MASS) and Light MASS (L-MASS).
Maritime Assault Suit
Purpose This program searches for drysuit surface versions: (1) Maritime Assault Suit System (MASS) and (2) Lightweight MASS (L-MASS). These suits are used as a combat/dry suit by the Naval Special Warfare community in sea, land, air, shipboard and transition environments. MASS and L-MASS should be comfortable, but durable enough to be used in rugged terrain. MASS weight cannot exceed 5-lbs and L-MASS cannot exceed 4-lbs. They must keep the operator as dry as possible in all sea and weather conditions, including swimming on the surface and in 10 feet of water for one minute. They should not limit the range of motion of activities including but not limited to swimming, running, attacking and manipulating a weapon. USSOCOM seeks non-FAR or FAR-based contracts with industry, academic, and national Labs partners whose solutions are favorably evaluated by USSOCOM PEO-SW Subject Matter Experts. As such, EA is considered competitive in the same way as a broad agency announcement (BAA) or commercial solution opening (CSO), and solutions are evaluated independently primarily on technical merit. This serves both as a notice of intent to investigate contract feasibility pursuant to 10 U.S. Code Section 2371b and/or Section 2371b(f), and as a notice of advance requests IAW FAR 5.204.

Phase 2 Complete - October 12, 2021 - November 9, 2021 Shortlist: USSOCOM shortlists those responders/dispatches that they believe have the greatest potential to meet their technology needs. Positively evaluated works will be invited to phase 3 AE on 10 November 2021.

Phase 3 Completed - November 18, 2021 Evaluation Event (AE): During the EA, selected participants will have an in-person session with the USSOCOM evaluation panel to perform, present, and/or discuss their solutions. The forum includes a Q&A section, and discussions can be continued outside the event. The summary evaluation criteria for the solution are described in the event invitation. If the settlement summary is favorably reviewed by the USSOCOM Review Board, Phase 4 negotiations can begin immediately.
